Both Nixon and Clinton were at one time the Presidents of the United States. Bill Clinton was the 42nd Head of State. The House of Representatives impeached him with two charges, perjury and the obstruction of justice. There were others that failed in the House including the abuse of power. The Senate acquitted him in February 1999. Ken Starr, an Independent Counsel submitted the documentation to the Judiciary Committee of the House (Baker, 1999).
The Chief Prosecutor and his team reviewed the material to determine whether there was enough evidence to impeach the president. The results helped the Representatives to consider four charges. They passed two. Hence, Clinton became the second President of the United States to face impeachment. President Nixon ended his presidency in the wake of the process (Gibbs, 1998).
In February 1973, the Senate formed a Committee that would investigate the Watergate scandal. The public hearing included the former White House Counsel's evidence. The team also uncovered some secret tape recordings, which sparked both a legal and political battle between Nixon and the Congress. The House passed a Resolution on February 6, 1974, which authorized the Judiciary Committee to impeach Nixon.
In 1974, the Committee recommended the Articles of Impeachment to the House of Representatives. However, he resigned before the House could vote. It had investigated and found the sufficient grounds for the exercise.
