The Emancipation was a presidential proclamation and also an executive order. President Abraham Lincoln issued it on January 1, 1863. The question that many have asked is whether it brought with it some freedom. However, before ruling it out, it is important to note that it changed the legal status of over 3 million enslaved people. They lived in the ares that were designated in the South. Its practical effect was when they escaped from the Confederate government control. They could run or via the advances of the federal troops. Hence, they would become free.

The Emancipation eventually reached all the areas and liberated all the slaves. President Lincoln had issued it as a war measure, during the American Civil War. He directed it to all the regions in rebellion and to the segments of the executive branch of the U.S. There was the proclamation of the freedom of those who were in the ten states still in denial. At the time, it applied to about 3 of the 4 million people in the U.S (Striner, 2006).

Lincoln based the Emancipation on his constitutional authority. He was the commander-in-chief of the armed forces. Hence, the Congress could not pass the law. It did bring freedom to those who had lost it. The Proclamation had ordered that the freed men could enroll into the country's paid service of the forces. The Union Army had to recognize and respect their new status (Donald, 1996).
